Environmental Assessments may not be necessary

Last week, Governor Abercrombie signed a number of good and important bills, including the undersea cable facilitation bill, the tech accelerator bill, and a bill that would make an Environmental Assessment unnecessary in cases where an Environmental Impact Statement will be done.
